Why does my printer print everything too small?

Everything I print: webpages, word, excel documents, images, etc.. Prints at 27% of its normal size. I can go into print options and change it to ``actual image size`` but it only last for that one print job. It has been like this for a couple of years and I have no idea how to change it permanently. Help?
